The Former President's Progressive Warning Misses The Continent's True Danger: Technological Decline.

Donald Trump's national security strategy presents a flawed assessment of the European Union. The document asserts that unrestrained immigration and what it terms "progressive" agendas pose an existential risk to the continent's identity. However, this argument rests on a serious misreading of the reality. The actual danger confronting Europe is not cultural but technological and economic backwardness.

The Stark Growth Gap Between the US and Europe

The data reveal a sobering picture. From 2008 and 2023, US GDP grew by eighty-seven percent, while a mere 13.5% growth for the EU. Over this period, EU GDP per capita dropped from over three-quarters to just 50% of the American figure. Strikingly, even the poorest US state now boasts a greater average income than major European economies like France and Italy.

Today, about half of the world’s top fifty technology firms are American, while a mere four are European.

The Technological Deficit: The Core Question

This widening disparity is driven by superior productivity growth in the United States, fueled by breakthroughs and higher total factor productivity. The landscape of global tech dominance is decidedly American. Over the past fifty years, 241 US firms have scaled into enterprises valued at more than ten billion dollars, compared with only fourteen in the European continent.

This disparity raises a vital question: As the competition for tomorrow's sectors like AI, semiconductors, and quantum computing, where does Europe positioned? Most analysts agree it is essentially a contest between two involving the United States and China, with European nations entering at a clear handicap.

Underlying Factors of the Continent's Innovation Gap

A number of major reasons explain this innovation chasm.

  • Venture Capital: The United States has a much more robust and more dynamic system for financing new ventures. Europe has yet to establish a true unified investment market, a factor that caps the growth potential of new firms.
  • Bureaucratic Hurdles: Excessive and fragmented regulation hamper Europe. A American entrepreneur can introduce a product under a single set of laws to access a consumer base of hundreds of millions. The EU, despite a larger population, is divided among twenty-seven separate regimes, creating significant internal barriers.
  • Mindset Differences: Views on risk-taking vary greatly. In some EU nations, business failure was once viewed with penalties, whereas in the US, it is often considered a badge of experience.
  • Military Investment: The United States enjoys a deeply integrated academic-military-industrial complex. Europe's long-term lack of spending in military capabilities has eroded its ability in breakthrough innovation.

The Road Ahead: Grounds for Cautious Optimism

Despite these hurdles, there are reasons for hope. Policymakers are growing more conscious of the severe threat and have started to advance serious reform. Key analyses on European competitiveness and the internal market highlight the need for major changes.

Given appropriate incentives and rule changes, these assets could support much higher levels of business-led breakthroughs.

The continent still possesses significant strengths: high-quality workforce, excellent schools and universities, and world-class research institutions. Coupled with a vast domestic consumer base and substantial household savings, these foundations could unleash a new wave of investment and entrepreneurship.

Importantly, even if the EU does not become the leader in creating cutting-edge technologies, it can still dramatically increase productivity by implementing and tailoring innovations from elsewhere.

A Critical Juncture

The European Union now stands at a decisive crossroads. To paraphrase a famous line, decline often happens "slowly, then all at once". So far, the continent's slide in innovation has been gradual. However, if it fails to take decisive action to tackle its structural weaknesses, today's gradual weakening could give way to a rapid and permanent decline in global economic relevance.
