Sheff Wed Confronts Serious Challenges, Says New Football Authority

'We will play a key role in football's future' - newly appointed regulator David Kogan

The Championship club's current difficulties represent a a "major concern" and the new football authority is looking to gain the ability to look into club affairs in comparable cases, the newly appointed chairman the official has declared.

In a wide-ranging interview, the regulator, who was recently selected, expressed "sympathy" towards supporters of the Owls.

The chairman convened with four fan organizations representing the South Yorkshire club in recent days.

The football club have been facing challenges both on and off the pitch in this season, with the club missing wage payments on several different times, including in last month.

"Obviously the club has become a significant problem for EFL and a major challenge for the sport," the chairman stated.

"Wednesday stands as one of the iconic names for English football and recently we have met fan representatives.

"Our aim is to acquire the ability... which will allow us to have Sheffield Wednesday - and other clubs brought to our attention if they require examination and addressed."

Economic Challenges and Ownership Situation

The team's struggling chairman the current owner suggested earlier this year he would be willing to sell up at the stadium, but he has failed to complete a sale with prospective buyers.

Missed wage deadlines on time in earlier this year led to sanctions by the English Football League (EFL) in mid-year, stopping Wednesday from completing any transfers or loans for the subsequent signing windows, although the ban was rescinded in the end of the transfer window.

Official's Viewpoint

The chairman stated: "Our role exists to serve the supporters of Wednesday, teams facing challenges where supporters are loyal to a community organization that has been part of their lives in multiple situations.

"I completely understand the team's plight, as I do for every team that in modern times have encountered failure, or nearly ceased operations, for factors unrelated to the followers."

When asked if the regulator could force an chairman to relinquish a club if they are considered unfit, Kogan said: "Should the inquiry concern 'would we intervene in the final instance?', the reply is once we assemble the facts and understand the situation, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be treated as a "last resort" and the oversight body would choose to collaborate with owners.

"The last thing what we want to do is begin intervening in an particular organization, an individual owner, without having the opportunity to collaborate with that chairman to fix the challenges confronting the team and the chairman's encountering," Kogan said.

"In actuality, when you review the record of football, over the past few decades there have been particular chairmen, few in number, but some who have been irresponsible in the manner they have operated their clubs and ultimately don't wish to take responsibility for the long-term prospects."

'If we get it wrong, extraordinary progress vanishes'

The chairman convened with officials from numerous teams to detail the scope of the oversight body this week and maintained it represented a "progressive gathering" with a "high level of engagement" from the National League to the Premier League.

"This position carries substantial significance, because if errors are made, if the football community fails, the remarkable development accomplished could disappear swiftly," the chairman stated.

"This represents everyone's worst fear in the terms of English football is a major achievement - we've got to keep it going.

"Substantial financial resources flowing into the game and has been invested for the recent generations, because certainty is lacking it will persist in entering the game, which is among the factors explaining I think we have to take a really clear view on risk and of course, of the coming seasons."

Top Flight Apprehensions

The Premier League opposed the formation of an authority because of fears of a negative impact on the top-flight's competitiveness, but the chairman responded: "I completely endorse the success and growth as an economic entity of the Premier League.

"I of all people understand the worry about compromising the Premier League as a premium product of the nation. But concurrently, if you engage with division representatives after this week's discussion, they would have had a significant degree of comfort -and, in fact, they have been informing us confidentially they have a high level of reassurance."

Political Connections

The chairman continues to confront a "thorough examination" by the Commissioner for Public Appointments after he disclosed making donations to the opposition group in recent years.

The 68-year-old donated money to Culture Secretary the politician's campaign, along with that of the current Prime Minister.

"I've been completely open about my former ideological connection [with Labour], and that ideological connection terminated the day the official body endorsed my nomination," Kogan said.

"I am presently disconnected from any type of partisan engagement."
